The Victorian Government is expanding access to upfront discounts for eligible homes with uninsulated or under-insulated ceilings. The ceiling insulation discount is expected to reduce installation costs by around 30 to 50 per cent, helping households save more than $400 a year on energy bills.
The ceiling insulation activity is supported by Australia's most comprehensive ceiling insulation safeguards developed by Solar Victoria, Energy Safe Victoria, WorkSafe Victoria and the Essential Services Commission, with input from industry, business groups and unions.
Every upgrade must be carried out by an accredited provider using installers who are fully certified by the Energy Efficiency Council. Before work can commence, mandatory electrical safety and installer assessments must be completed. All upgrades must use approved products and comply with rigorous safety and quality requirements.
To build industry capacity, the Government has invested in fully subsidised training and certification for insulation installers across Victoria, supporting a skilled workforce capable of delivering safe, high quality upgrades.
The ceiling insulation activity has been introduced through a staged rollout. The first phase of the ceiling insulation activity commenced in public and community housing in April 2026. This has helped grow a skilled and certified workforce, ensuring Victorians can access safe, high-quality ceiling insulation upgrades as the program expands statewide.
The ceiling insulation discount joins a range of energy efficiency upgrades available through the VEU program that are helping Victorian households and businesses save on their energy bills.
