Minister D’Ambrosio and Minister Shing announced the insulation discount under the Victorian Energy Upgrades (VEU) program will be available for eligible social housing from 14 April.
Many households could see significant energy bill savings of more than $400 per year on average, and over $850 in health cost savings annually, by upgrading their insulation.
The discount will slash around $1,482 off the cost of installation; about 30 to 50 per cent of the total cost depending on home size.
Social housing residents will be among the first to benefit as the Energy Efficiency in Social Housing Program (EESHP) will be eligible in the first stage.
The program will expand to all eligible Victorian homes with no or low ceiling insulation from 1 October 2026.
The staged rollout gives installers time to get fully certified and train their workforce to deliver safe, high-quality upgrades across every home.
A Quality, Risk, Safety Framework has been developed with Solar Victoria, Energy Safe Victoria, WorkSafe Victoria and the Essential Services Commission, establishing Australia’s most comprehensive ceiling insulation safety framework.
Every upgrade will meet strict standards, including mandatory electrical safety checks, installer assessments, and approved product rules – excluding higher-risk materials like foil-faced, cellulose, and loose-fill insulation. Only Energy Efficiency Council certified insulation installers may perform upgrades.
Fully subsidised training and certification will continue for insulation installers, helping ensure upgrades are delivered safely and to a high standard.
Industry is being encouraged to prepare now by getting workers certified ahead of wider program access later this year.
